what makes election fraud such a serious concern would be the number of people harmed.  in america laws exist, with respect to our country's constitution, to protect the rights of people within its jurisdiction.  an attempt to subvert our national, electoral process through violence, forgery, or by any means would then violate everyone's rights, not just those of people that voted.  if all or some of the persons that attempted election fraud worked for the government then there would be additional criminal liability incurred by them for the abuse of their authority in ignorance of their responsibilities.
